Turning Flare Gas into Value: Libya Opens New Opportunities for Gas Monetization Technologies

Libya is moving rapidly to capture and monetize growing volumes of associated gas, with new discoveries, infrastructure upgrades and reinvestment in long-stalled assets creating strong openings for technology and service providers. In November 2025, OMV announced a significant oil discovery in Block 106/4 in the Sirte Basin that also tested 2.6 million cubic feet per day of gas, reinforcing the National Oil Corporation’s (NOC) wider drive to channel new gas streams into domestic power supply and long-term monetization schemes.

This momentum follows Zallaf Oil & Gas’ start-up of the Chadar field earlier this year, which exported over 600,000 barrels of premium crude and brought 7.5 million cubic feet per day of associated gas online. Output expanded further with the G1-NC4 well – adding 4,675 bpd and an additional 2 million cubic feet of gas – underscoring the NOC’s strategy to fast-track dormant fields and commercialize gas that previously went unutilized. Sirte Basin: Libya’s Largest Opportunity for Gas Conversion Technologies

​​The Sirte Basin – holding roughly 95% of Libya’s hydrocarbon reserves and an estimated 37.7 trillion cubic feet of gas – remains the centerpiece of the country’s gas monetization drive. Fields such as Sarir, Waha and Gialo contain the largest associated gas volumes, and operators including AGOCO, Waha Oil Company and Sirte Oil Company are advancing new gas-handling, compression and processing schemes.

​​International partners are also returning. OMV’s recent discovery, Repsol’s renewed exploration plans and ongoing production-boosting programs reflect improved operational stability and a clear market opening for flare-gas capture, compression, reinjection systems, gas-to-power solutions and modular processing equipment.

Offshore Expansion: Bouri Gas Utilization Project Creates Multi-Billion-Dollar Supply Chain

Offshore, the NOC and Mellitah Oil & Gas – a joint venture with Eni – are advancing the Bouri Gas Utilization Project, targeting the recovery of 3.5 trillion cubic feet of associated gas. Contractors Saipem and NextGeo are upgrading the DP3 and DP4 platforms with new processing modules, compression units and pipelines to funnel recovered gas to the Sabratha platform and onward to the Mellitah complex for export via the Greenstream pipeline to Italy. First operations are expected in 2026. For engineering firms, EPC contractors and technology providers, Bouri represents one of North Africa’s most substantial offshore gas capture and processing programs.

Murzuq Basin: Proven Field-Level Gas Utilization Models

In the Murzuq Basin, the Sharara field – operated by Akakus Oil Operations – continues to generate commercially valuable associated gas despite lower volumes than Sirte. Prior flare-reduction initiatives at NC-115 and NC-186 included vapor recovery units, power generation modules and gas transfer pipelines, demonstrating that local-scale gas monetization is both technically viable and economically attractive. These proven models form a blueprint for replication across dozens of fields where infrastructure is minimal and quick-deployment systems offer the fastest returns.

With Libya among the world’s top gas flares, the NOC is actively seeking partnerships for technologies that can convert wasted gas into commercial value. Priority solutions include gas reinjection to enhance recovery in mature Sirte Basin fields; gas-to-power systems, including modular and fast-track generation units; flare-gas recovery technologies for both major installations and satellite fields; and emerging mini-GTL and modular processing plants suited for remote or infrastructure-limited areas. These projects offer strong opportunities for engineering, EPC, technology and service companies specializing in gas handling, modular processing, flare mitigation and power generation, as Libya advances a new generation of flare-reduction and gas-monetization initiatives aimed at stabilizing domestic power supply while expanding long-term gas export potential to Europe.
