NESR Stands Ready to Support Libya’s Production Growth

Libya has set an ambitious goal to increase oil production to two million barrels per day (bpd) through ambitious exploration and field development programs. Sherif Foda, Chairman and CEO at National Energy Services Reunited (NESR), says the country’s active service providers have a key role to play in supporting this objective.

Speaking in an interview with Energy Capital & Power during the Libya Energy & Economic Summit 2025, he outlined how the country’s enabling business environment supports foreign investment as well as production growth.

“Service companies are the enablers to be able to achieve [production growth]. Libya is secure and the [business] environment is ready for people to come and invest. The questions for companies are largely about payments and security, whether they can operate and broaden their footprint and whether they can secure their investment. The answer is yes and that is why we are here,” Foda stated.

Active in Libya since the founding of the company in 2017, NESR is committed to expanding its role across the value chain. NESR works closely with the National Oil Corporation (NOC) and Sirte Oil Company to support production.

“The priority is to expand our presence in Libya. We want to make sure that we add services [to our portfolio] to cater for the growth in Libya across different domains, especially on the decarbonization front. We have a lot of technology that we would like to bring to Libya,” he explained.

As the company expands its presence in Libya, LEES 2025 further strengthens engagement and business opportunities. Foda shared that LEES is “a platform where people come together, such as the international oil companies, the NOC and the Engineering, Procurement and Construction contractors. This platform enables the dialogue to happen between companies, translating into business.”
