Libya to Launch International Bid Round Following Requisite Approval, Says Oil Minister

Libya is set to launch its first international licensing round in over 15 years, aiming to boost crude production to 2 million bpd and gas production to 4 bcf/d.
Speaking to Energy Capital & Power at the Libya Energy & Economic Summit 2025, Libya’s Minister of Oil and Gas Dr. Khalifa Abdulsadek said that the Ministry has already seen significant interest by foreign operators in the licensing round. The Ministry of Oil and Gas is also negotiating new exploration and production plans with International Oil Companies (IOC), strengthening foreign engagement and encouraging investment across the oil and gas value chain.
“We need to work very closely with our international partners, and at the same time, make sure we have the right, attractive investment environment. We want to make sure that we have clear-cut plans and share this plan with existing and potential investors,” he said.
Discussions with IOCs cover a wide variety of assets and investment portfolios, with majors seeking both exploration and development opportunities in Libya. According to Minister Abdulsadek, “some of these IOCs are interested in the re-development of fields, some are interested in the development of discovered fields, while some are interested in marginal fields, renewables and pursuing exploration opportunities. We are also working with [firms] on unconventional fields.”
The country is also investing in and modernizing its infrastructure base to support production growth.
