LEES 2026 to Drive Next Phase of France-Libya Energy Investment

The Libya Energy & Economic Summit (LEES) 2026, taking place January 24–26 in Tripoli, will feature a dedicated France-Libya Roundtable, providing a strategic forum for senior government officials, investors and industry leaders to accelerate bilateral cooperation across energy, infrastructure, and trade.

The roundtable comes amid renewed diplomatic and commercial engagement between the two countries. A November 2025 meeting between Libya’s Minister of Economy and Trade, Mohamed Al-Hwej, and French Ambassador Thierry Vallat reaffirmed commitments to activate long-standing agreements, including the 2010 Declaration of Intent on a Strategic Partnership. The discussions highlighted Libya’s interest in expanding collaboration across oil and gas, solar energy, and health sectors, with 33 French companies already active in the country.

In the upstream sector, TotalEnergies remains a cornerstone partner to Libya’s National Oil Corporation (NOC), operating in key assets including Waha, Sharara, Mabruk and Al Jurf. Initiatives include increasing production at the Waha concession by 20%, advancing the 6J North Gialo development and restarting the Mabruk field earlier this year. TotalEnergies is also supporting Libya’s emissions-reduction targets through methane monitoring, flaring-reduction programs and deployment of AUSEA drone technology.

Renewable energy is also a focus. TotalEnergies is developing a 500 MW solar PV project near Misrata, in partnership with the Renewable Energy Authority of Libya and the General Electricity Company of Libya, positioning the initiative as a benchmark for Libya’s solar industry. Broader French engagement includes programs led by Expertise France and ongoing collaborations with TechnipFMC.

French institutional engagement has further expanded in 2025 with national agency Business France strengthening its activities in Libya through its North Africa office in Tunisia. Recent initiatives including new MoUs with the Mistrata Free Zone and Libya’s National Development Agency reinforce the strategic relevance of the France-Libya Roundtable at LEES 2026, where Business France is set to participate and contribute to discussions on trade, investment and sector development.

French participation at LEES is bolstered by strong institutional partnerships. The French Embassy in Libya actively encourages business engagement, while past editions of the summit have hosted active French company participation promoted by EVOLEN. EVOLEN-supported B2B activities will continue in 2026, underscoring France’s commitment to deepening economic and energy ties with Libya.
