LEES 2025 Day Two: Industry Leaders Chart Path for Enhanced Oil Production, Energy Cooperation

The second day of the Libya Energy & Economic Summit (LEES) 2025 featured a robust technical program hosted by Libya’s National Oil Corporation (NOC). The program focused on fostering international collaboration, boosting production capabilities and exploring strategies for oilfield development and energy sector growth. Discussions underscored the importance of regulatory reform, technological innovation and strengthened UK-Libya ties in achieving Libya's ambitious goal of increasing oil production to two million barrels per day (bpd) by 2030.

Libya British Business Council (LBBC): Peter Millett, Chairman of the LBBC, opened the session with a presentation on improving commercial relations between Libya and the UK. He emphasized knowledge transfer, best practice sharing and institutional reform as critical steps toward enhancing Libya’s economic governance. “As far as Libya’s relationship with the UK is concerned, we would like to look at the present and the future. The future of Libya is very strong. The potential for GDP growth is among the highest in the world. Focusing on the potential is important,” Millett stated.

Waha Oil Company: Prof. Edris A. Abualkhair, Exploration Department Manager at Waha Oil Company, outlined the company’s plan to increase production to 600,000 bpd by 2027. This strategy includes deepening existing wells, employing water-injection technologies, enhancing well maintenance and advancing research and development. “Oil windfalls have opened a window of great opportunities for Libya. Libya’s economy has become more prosperous and able to build modern infrastructure,” he stated.

Akakus Oil Company: Muhanad Baruni, an engineer at Akakus Oil Company, highlighted the company’s operational goals, including deploying five new drilling rigs and five workover rigs. He emphasized the importance of departmental integration in achieving these objectives. “We have support from the Management Committee […] to reach our target,” Baruni remarked.

Assail Drilling Co. – Powered by Nabors Industries: Tyson Seeliger, Vice President of Eastern Hemisphere Operations at Assail Drilling Co. – Powered by Nabors Industries, showcased the company’s advanced drilling technologies. He discussed how these innovations enhance efficiency, boost production, and reduce greenhouse gas emissions.  “One of the things that differentiates us is that [our] equipment is built by drillers for drillers,” said Seeliger.

Sirte Oil Company: Ahmidah Elgali, Maintenance Department Engineer at Sirte Oil Company, presented on industrial maintenance training programs tailored to the sector’s needs. He highlighted the company’s systematic approach to curriculum development and feasibility analysis, aimed at addressing sustainability challenges. “Ultimately, we aim to inform stakeholders and decision-makers about the viability and sustainability challenges in Libya’s oil and gas sector.”

Reda Energy: Hans Kinan Al Samman, Business Unit Manager at Reda Energy, introduced the company’s extensive range of products, including demulsifiers, corrosion inhibitors, and gas processing chemicals. He emphasized Reda Energy’s commitment to understanding field challenges and delivering tailored solutions. “We work with operating companies, service contracting companies and companies where our products are exported to,” stated Al Samman, adding, “We have manufacturing sites all over the world and try to differentiate ourselves by trying to understand the challenges encountered in the fields.”

MTI – Caterpillar: Engineering equipment manufacturer Caterpillar supports the Libyan oil and gas sector by providing advanced equipment and machinery that enhance drilling, extraction and transportation operations. Malek Ben Aissa, Parts Manager at Caterpillar, highlighted the company’s innovative products and services, which are backed by a global dealer network. “For nearly 100 years, we have been helping customers build a better, more sustainable world and we are committed to a reduced carbon future [in Libya],” Aissa stated.
