Eni Completes $1B Bouri Gas Project as Libya Positions for Investment at LEES 2027

Eni Completes $1B Bouri Gas Project as Libya Positions for Investment at LEES 2027

Eni announced mechanical completion of the $1 billion Bouri Gas Utilization Project offshore Libya on October 19, 2026, marking a major milestone in associated gas recovery. Operated by Mellitah Oil & Gas, the joint venture between Eni and Libya’s National Oil Corporation (NOC), the project is entering start-up and final commissioning.

The milestone provides a timely example of the infrastructure investment, state-backed partnerships and production opportunities that will shape the Libya Energy & Economic Summit (LEES) 2027, scheduled for January 23–25 in Tripoli.

Bouri Project Advances Gas Monetization and Emissions Reduction

Awarded to Italian engineering contractor Saipem in August 2023, the project involved installing a 5,200-ton gas recovery module on Bouri’s DP4 platform, alongside 28 km of subsea pipelines connecting offshore infrastructure.

Designed to process up to 120 million cubic feet daily, the system will recover gas previously flared during oil production.

Once operational, the development is expected to deliver approximately 700 million standard cubic feet of gas annually, supporting domestic electricity generation and potential exports through Libya’s gas infrastructure. Eni estimated annual emissions reductions of 1.5 million tons of CO₂ equivalent, supporting the NOC’s objective of eliminating routine flaring by 2030.

Bouri also demonstrates the investment potential surrounding Libya’s existing offshore assets. With crude production around 1.38 million barrels per day in August 2026, the NOC is targeting 1.6 million barrels daily by year-end, requiring capital for infrastructure upgrades, storage replacement and previously shut-in wells.

Eni’s wider portfolio reinforces that opportunity. Developments include the Bahr Essalam offshore gas field, where new wells were brought online in June 2026, and the planned Structures A&E project, which targets additional offshore gas resources and associated infrastructure investment.

LEES 2027 Connects Libya’s Energy Ambitions with Capital

The NOC and Ministry of Oil and Gas remains central to translating these opportunities into bankable projects. Their priorities include increasing production, attracting international financing, improving operational infrastructure and expanding gas utilization, with licensing opportunities offering investors additional routes into Libya’s upstream sector.

LEES 2027 will provide a platform for advancing these priorities through direct engagement with government representatives, national energy companies and international project developers. Against the backdrop of Bouri’s completion, the summit’s focus on infrastructure and investment offers a practical setting to discuss project execution, financing requirements, regulatory frameworks and commercial partnerships.

Libya combines established production, significant oil and gas reserves and opportunities to monetize resources through new developments and existing-field upgrades. LEES 2027 offers a direct opportunity to engage with the NOC, the Ministry of Oil and Gas and international operators such as Eni as Libya advances its next phase of energy investment.
