ConocoPhillips Targets Greater Production at Waha Concession in Libya

American multinational oil corporation ConocoPhillips aims to increase production at the Waha concession in Libya’s Sirte Basin, says Dag Sanner, President for Libya at ConocoPhillips. Aligning with the country’s broader goals of reaching 2 million barrels per day (bpd), these efforts will see ConocoPhillips prioritize collaboration, work-over programs and pipeline integrity.

Speaking in an interview with Energy Capital & Power at the Libya Energy & Economic Summit (LEES) 2025, Sanner explained that the focus will be on developing previously-discovered deposits.

“Our strategy is to increase production at Waha. The reason for that is because there is a lot of remaining potential and it is the easiest way [to produce oil] drilling-wise. We have done a tremendous job in 2024 with a significant increase through the drilling programs and work-over programs. In terms of exploration, there is already so much that has already been discovered. So, our focus is on what has already been discovered,” he said.

Sanner believes that Waha will be a major contributor to achieving the 2 million bpd target put forward by the government.

“We have a lot of work to do in terms of pipeline integrity. We are currently producing 375,000 barrels. It can potentially hold another 50,000 barrels, but in time, Waha can reach between 600,000 and 700,000 barrels,” Sanner explained.

Beyond production growth, ConocoPhillips is strengthening local content by integrating local Libyans in its operations. Sanner said that, “Over time, we plan to introduce more people into Waha so that we can help Libyans by embedding them in our global operations.”
