Libya holds the largest proven oil reserves in Africa, with over 48 billion barrels – and much of its onshore and offshore potential remains underexplored. International companies have long been at the helm of Libya’s oil industry.

France’s TotalEnergies, Italy’s Eni, Spain’s Repsol, Norway’s Equinor, British multinational bp and Algeria’s Sonatrach have all resumed in-country operations and pledged to support Libya’s oil and gas growth.

Energy and Economic Transformation

Libya is undergoing a major energy-focused drive, with the Ministry of Oil and Gas and National Oil Corporation looking to ramp up oil and gas production, expand downstream capacity and open the door to renewable energy development.

Why now? 

Major Upstream Drive

Libya will launch a new oil and gas licensing round within the year and has already attracted early interest in its marginal assets, coupled with ongoing exploration campaigns in the Ghadames, Sirte and Murzuq basins and a recent onshore gas discovery by Sirte Oil.

National Infrastructure Revamp 

The Libyan government is launching a major rehabilitation of its national infrastructure, including a new airport in Benghazi, a new railway development in eastern Libya and the revival of the Sirte-Benghazi rail project, supporting energy sector activities and key economic sectors. 

Robust Project Pipeline 

Libya’s National Oil Company is seeking north of $18 billion to develop 45 greenfield and brownfield projects in the pipeline to achieve oil production increases, coupled with 12 new projects underway to reduce and convert flared gas to green ammonia and power for export. 

Energy Security Needed

Libya is aiming to boost energy supplies to Europe, supported by an $8-billion gas production deal signed between Italy’s Eni and Libya’s National Oil Corporation to develop two offshore gas fields, producing 750 million cubic feet of gas per day by 2026.
